Ra'ah means to shepherd. So these people have a good meaning. That every human being in a country is the "shepherd" of the leader (the Shepherd). In faith, the Lord Jesus is the King, at the same time He is the Shepherd, and we His people are His shepherd. The Lord Jesus Christ is a role model in shepherding the people.
